The Rev. Altagracia Perez, S.T.M. Rector, Holy Faith Episcopal Church a diverse congregation which reflects the County of Los Angeles. It is a progressive community committed to the over all health of the Parish of Inglewood, as seen in their work to defeat Wal-Mart's ballot measure that would have cut out community participation. She also serves as a Commissioner on the Housing Authority of the City of Los Angeles. The Rev. Perez is committed to community empowerment and participatory democracy. She is a member of Coalition LA, Clergy & Laity United for Economic Justice, Coalition for a Better Inglewood and the Campaign for a New Century.

Mrs. Dupont-Walker possesses more than 35 years as a professional in the public and private sectors. "Jackie" pioneered in desegregating a major university, and has trail blazed on behalf of women and people of color in many arenas. Professionally, her commitment to Faith Centered & Empowering Community Development & Social Work has led to trailblazing involvement in
Ward Economic Development Corp (founding president); AME Church Social Action (international officer); LA City Commissions advisory & policy including 912 Charter Review Commission; RED, Inc (founding a regional faith CDC); Mid-City PAC & LaFayette Square Assn (community advocacy); Calif State Commissions including Calif Housing Partnership Corp (president); Black Women's Forum, Communities for Accountable Re-investment (empowerment movements); Delta Sigma Theta - Century City (Social Action chair) and a host of civic organizations. "Jackie", a life long member of the AME Church is an officer of Ward AME Church in LA where she serves on the Board of Stewards (benevolence chair), chair - Social Action Commission, Sunday School co-teacher, Lay and Missionary ministries. JASON LYON, VICE-CHAIR

Vice Chair Jason Lyon is currently serving his second term on the
Silver Lake Neighborhood Council. He was twice elected Co-Chair of the SLNC and now serves as Chair of its Governmental Affairs Committee. Mayor Antonio Villaraigosa appointed Jason to the Neighborhood Council Review Commission to represent the East Area neighborhood councils. In addition to the NCRC, Jason is City Council President Eric Garcetti's appointee to the City of Los Angeles Human Relations Commission Advisory Board, and he previously served on the East Los Angeles Area Planning Commission under the Hahn administration.

JAVIER ANGULO
Appointed by Councilmember Alex Padilla, Seventh District
Javier C. Angulo currently serves as the Director of Civic Education for the
National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund, where he oversees the organization's national civic engagement and community participation programs, including the Fund's Los Angeles Neighborhood Council program. Prior to joining the NALEO Educational Fund, Mr. Angulo served as the Associate Director of Development for the Mexican American Legal Defense and Educational Fund, where he managed corporate development as well as the organization's special events across the country. Mr. Angulo began his career in advocating for civil rights and civic participation as a fellow for the Congressional Hispanic Caucus Institute (CHCI) in Washington D.C. where he served as a Hispanic community liaison to the former Senate Majority Leader Tom Daschle. Before CHCI, Mr. Angulo directed youth programs as a Director for Girl's Incorporated of Santa Barbara. Mr. Angulo managed the organizations Teaching Responsibility and Independence by Education (TRIBE) project and was also a coordinator for Healthy Start Healthy Futures project. Mr. Angulo lives in Lincoln Heights and serves as an elected board member of the Lincoln Heights Neighborhood Council .

DENNIS ARGUELLES

Dennis Arguelles is the Director of Community and Economic Development for Search To Involve Pilipino Americans, a social service agency serving the Historic Filipinotown district of Los Angeles and the Filipino Americans throughout Los Angeles County. He is the past Executive Director and current President of the Asian Pacific Policy and Planning Council (A3PCON), a federation of over 40 Asian and Pacific Islander community-based organizations in the greater Los Angeles area. He previously served as the Assistant Director of the UCLA Asian American Studies Center where he co-edited The New Face of Asian Pacific America: Numbers, Diversity and Change in the 21st Century. He also co-authored Beyond Asian American Poverty, one of the first studies to examine poverty in Asian and Pacific Islander American communities. He received his B.A. in Political Science and M.A. in Urban Planning from UCLA.
SAUNDRA BRYANT

Saundra Bryant is the Executive Director of
All Peoples Christian Center, a position she has held for the past twenty-three years. All Peoples is a multi-service Family Resource Center serving South L.A. for 64 years. Saundra received BS in social work from Cal Poly Pomona. She attained her Master's Degree in Social Work Administration and Planning from the University of Tennessee, at Knoxville. She is a Licensed Clinical Social Worker in the State of California. Mrs. Bryant serves on the Board of Directors of the Asian American Drug Abuse Program of Los Angeles. She is a member of CAC for 9th Council District. She is also a member of CPAB for LAPD Newton Division. Saundra Bryant was one of ten individuals named 1999 Lewis Hines Award Recipient by the National Child Labor Committee. She received the 1999 California Association of Human Relations Organizations Civil Rights Leadership Award. Saundra was also selected as the Pioneer Woman of the year 2000 representing the ninth council district of the City of Los Angeles. In 2004 she received the Los Angeles United Methodist Urban Sheppard Award. In 2005 she received the Martin Luther King-Disciple of the year award from the Pacific Southwest Regional Churches. She is a member of the anti-racism pro-reconciliation committee for the regional church. Ms Bryant served on the interim board of the Southeast Central Avenue Neighborhood Council (SCANC) and was involved with certification process. She is former secretary of the SCANC board of directors.

DORA LEONG GALLO

Dora Leong Gallo is the Chief Executive Officer of
A Community of Friends (ACOF), a nonprofit affordable housing development corporation whose mission is to develop permanent supportive housing for people with special needs. Established in 1988, ACOF has completed 29 apartment buildings throughout Los Angeles and Orange County, with another nine projects in various stages of development. Prior to joining ACOF, Ms. Gallo served on the staff of former Los Angeles City Councilman Mark Ridley-Thomas in various capacities, including Chief of Staff. She also spent several years working for the Culver City Redevelopment Agency and the City of Los Angeles in the Office of the Chief Legislative Analyst. Ms. Gallo received a Masters in City Planning from the Massachusetts Institute of Technology and a Bachelor of Science in Public Administration from the University of Southern California. She is a member of Enterprise Community Partner's National Network Advisory Board, and serves on the Board of Directors of the Southern California Association of Non Profit Housing (SCANPH) and Housing California. She was formerly a member of the Board of Directors of the California Housing Finance Agency (CalHFA), the MIT Alumni Association, and the Asian American Architects & Engineers Association of Southern California (AAa/e).

CHARLOTTE LAWS

Charlotte Laws is serving her second term on the
Greater Valley Glen Council and is a delegate for the Los Angeles Neighborhood Councils Congress (LANC). She is the founder and president of the Los Angeles Directors of Animal Welfare (DAW) and writes a regular column on current events. Laws has been a San Fernando Valley Realtor for the past 19 years and devotes much of her time to nonprofit causes associated with education, animal issues, environmentalism and the arts. Laws earned her Ph.D. from the University of Southern California and completed post-doctoral study at Oxford University, England. She holds two BA degrees and two Masters Degrees. DR. IRVING LEBOVICS

Irving Lebovics has lived and worked in the Los Angeles since 1981.He was born and raised in New York City where he graduated from Yeshiva College, received Dental degree from Columbia University, and his post doctoral training in Prosthodontics from New York University. He serves as the co-director of the Division of Dentistry, and co-director of the Hospital Dentistry Residency Program at Cedars. In related activity, Irving is the current Chair of the Cedars Sinai Bioethics Committee. Over the past years Irving has been politically active, now chairing the Governmental Relations Council for the California Dental Association. He also chairs the Presidium of Agudath Israel of California, an Orthodox Jewish advocacy group, and is a board member at 2 local private schools. His primary areas of political interest have been Special Education, School Funding, Healthcare, Neighborhood Empowerment, and Religious Freedom. Irving is one of the founding Board members of the Mid City West Neighborhood Council and has served on its Executive Committee for 3 years.

GUY LEEMHUIS

Appointed by Councilmember Herb Wesson, Jr., Tenth District
Guy Leemhuis is an attorney in private practice in Culver City. Previously, he worked as an attorney and Multicultural Affairs Director for Protection & Advocacy, Inc., the largest non-profit disability rights advocacy organization in the country, which provides free legal services to people with disabilities in California. For the past seven years Mr. Leemhuis has been a dedicated community advocate fighting for community empowerment and disability rights. He is a founding member and served as president of the United Neighborhoods of the historic Arlington Heights, West Adams and Jefferson Park communities Neighborhood Council from 2002-2005.

During the past six years, Mr. Leemhuis has been an active participant in the neighborhood council system and has provided leadership in a variety of areas. He has worked closely with the DONE General Manager and staff, Board of Neighborhood Commissioners, Neighborhood Council leaders throughout the city of Los Angeles, and community stakeholders at all levels and is intimately aware of the neighborhood council system and legal framework.

Mr. Leemhuis has been invited to serve as a speaker, trainer, consultant on various DONE activities. He has also participated in various leadership coalitions, particularly in south Los Angeles. For the past four years, he has also been an active member of the 48th Assembly District Empowerment Congress Executive Committee focusing his efforts on quality of life, public safety and mental health issues. He is also a founding member and president of the only state-wide African American disability organization in the California, Harambee Educational Council, Inc.

Mr. Leemhuis has received various community service awards and recognitions, including awards from Mayors James Hahn and Antonio Villaraigosa, Council Members Nate Holden and Martin Ludlow and a resolution from the entire City family for his years of service as President of the United Neighborhoods Neighborhood council from 2002-2005.

JOHN MAVAR

Appointed by Council member Janice Hahn, Fifteenth District
Mr. Mavar is a life long resident of the Los Angeles Harbor Area and is active in his hometown of San Pedro. In 2001, John won the position as Honorary Mayor of San Pedro after raising money for local charities. Mr. Mavar has interned for Former Councilman Rudy Svorinich Jr. during high school. Later, Mr. Mavar worked for Assemblyman Alan Lowenthal as a field representative. John also worked for Mayor James K. Hahn as his Harbor Area director. After receiving his bachelor degree in Business Administration from University of Phoenix, John continued his community involvement and was elected to the governing board of the Northwest San Pedro Neighborhood Council. When Mr. Mavar is not involved in community activities he is a full-time Longshoreman (I.L.W.U.) in the Los Angeles and Long Beach Harbor.

JESSICA WETHINGTON MCLEAN

Jessica Wethington McLean is honored to be appointed by Councilmember José Huizar to the Neighborhood Council Review Commission. Jessica is a Cincinnati, Ohio native who has worked in film development and production in Los Angeles for more than a decade and has film production credits as producer, writer and A.D. Jessica earned her MFA in film from the American Film Institute after studying at the Cincinnati College-Conservatory where she received her BFA in Electronic Media. She was selected as an International Radio and Television Society Fellow in 1994 and worked for Fox 20th Television in New York before moving to Los Angeles. She has been the recipient of two honorary awards for her work from the National Academy of Television Arts and Sciences.

Jessica is a founding board member of the
Eagle Rock Neighborhood Council where she serves as an area director and Communications & Government Relations Officer. For the last three years she has co-chaired the ERNC's Land Use & Planning Committee. She is responsible for proposing city consideration of policy amendments and for drafting the ERNC's advisory position on local, citywide and state issues. Jessica is currently spearheading a project, which will place new bus benches, planters and trash receptacles along a portion of a major transportation corridor in eastern Eagle Rock. The project is funded through the ERNC, the Los Angeles BPW's Community Beautification Grant, Cingular Wireless and City Councilmember Jose Huizar. Jessica is a member of the Women's Twentieth Century Club and is an active volunteer with political causes as well as film, arts and beautification collaboratives. Jessica lives in the Eagle Rock neighborhood of Los Angeles with her husband Tom McLean, an entertainment journalist, their two dogs, two fish and one turtle.

DENNIS O'SULLIVAN

Appointed by Councilmember Tony Cardenas, Sixth District
Mr. O'Sullivan attended High School at St Nicholas of Tolentine, Bronx, N.Y. He has also completed Business Law and Business Mgt. classes at the University of Hawaii extension and is a graduate of L.A. Mission College Chemical Dependency studies program. Mr. O'Sullivan was employed for 15 years as a motion picture camera technician freelancing for major motion picture and television producers. Also worked in various management positions in the retail and food and beverage industries. In 1990, a volunteer position turned into paid position with People In Progress, Inc. He has worked thru various positions to current one as Executive Director. People In Progress is a social service agency providing program services to the homeless and indigent who primarily have problems with alcohol and drug dependencies.

Mr. O'Sullivan's community service contributions include the following:

TOM PONTON
Appointed by Councilmember Bill Rosendahl, Eleventh District
Tom Ponton, a life long resident of Mar Vista has been married 28 years and has 3 children in college. He's an active member of the
WLA Chamber of Commerce, who owns a local magazine distribution company, News To Go. After volunteering for many years as a little league and roller hockey coach, Tom helped assemble the first volunteer Park Advisory Board at Mar Vista Recreation Center and went on to chair that board for 4 years. During that time he helped organize annual community festivals and beautification projects as well as spearheading successful grants and donations, which helped fund a new Roller Hockey Rink and a new artificial turf Soccer Field at the park. From 1998-2004 Tom also supervised the 16 team Mar Vista Roller Hockey League, as a volunteer. In February 2001 he co-founded the organizing committee for the Mar Vista Community Council, which was later certified on August 13, 2002. Tom was elected chairperson and served in that capacity for the next 3 years. He's also a strong supporter of the environment and led community activism to protect the Ballona Wetlands and minimize the traffic impacts of Playa Vista on the westside. He states, "Bill Rosendahl isn't the only one who believes in bringing everyone to the table. As chair of the MVCC I've always fought hard for open public meetings that include everyone willing to participate. I'm honored to serve in this capacity and as a 912 Commissioner I'll work to embrace the views and concerns of the other neighborhood council participants throughout Council District 11."

FRANK PRATER

Mr. Prater was appointed to the Neighborhood Council Review Commission by 8th District Councilman Bernard Parks and serves on the Commission's Ad-Hoc Budget Committee. He is the current Chairman for the Empowerment Congress Central Area Neighborhood Development Congress; Current Board Member for the Western/Slauson Community Action Council (CAC); Former Field Coordinator for 48th Assembly District, Assemblyman Mark Ridley-Thomas; Former Field Deputy for the 8th Council District for then Councilman Mark Ridley-Thomas; Former Field Coordinator for the AAVREP (African American Voter Registration Education Program), which successfully registered over 50,000 new voters. The
Empowerment Congress Central Area Neighborhood Development Council (ECCANDC] mission has been to EDUCATE, EMPOWER and ENGAGE the stakeholder. The stakeholder must always have a voice on those issues that impact the quality of life in their community. The ECCANDC has provided that vehicle for participatory inclusion and made it possible for the stakeholder to be provided with information and resources to make their community a safer place to live, work and recreate.

JULIAN ROGERS

Julian Rogers is presently the Chair of the Empowerment Congress Southeast Area Neighborhood Development Council. Approximately 13 years ago he became a member of the 8th District Empowerment Congress, Created by Mark Ridley Thomas, and thus began his avocation as a Community Activist in an attempt to improve the quality of life in our great City. For the past several months, Julian along with other South Region council leaders have formed "The South Los Angeles Alliance of Neighborhood Councils" (SLAANC), through the advocating of this Alliance he has had the experience of visiting most of the South Region Councils, and their meetings, this has afforded him knowledge and familiarity of their Boards and practices, he believes this knowledge will serve to be very useful in forming valid recommendations as a 912 commissioner.

LEN SHAFFER

Appointed by Councilmember Dennis Zine, Third District
Mr. Shaffer has resided in the San Fernando Valley since 1971. He has been an active member of the Tarzana Property Owners Association Board of Directors since 1972. He was a member of the Board of Directors of the Tarzana Community and Cultural Center from 200 to 2003 and he continues to advise the current board. He was introduced to the concept of neighborhood councils during a series of conferences sponsored by the
USC Neighborhood Participation Project. He was the chair of the Tarzana Neighborhood Council Formation Committee from 2002 to 2003 and has served as president of the Board of Governors of the TNC since its certification in 2003. In 2003 he was the CD3 representative on the City Wide Burglar Alarm Task Force. From 2005 to 2006 he was the chair of the Los Angeles Neighborhood Councils Congress Working Group and served as the interim chair of the Congress from February to July 2006. Since 1972 he has appeared before the Los Angeles City Council and numerous Los Angeles City boards and commissions to speak on various subjects.

Mr. Shaffer is a private attorney who specializes as an expert witness and consultant on matters involving insurance fraud. Prior to entering private practice, Mr. Shaffer was a Deputy District Attorney in Los Angeles County for 35 years. He has tried numerous felony trials involving special circumstances murders, robberies, burglaries, assaults and complex fraud cases. Mr. Shaffer has also tried cases and appeared at hearings involving psychological defenses and issues of present sanity and competency. He has authored search warrants and aided in their execution. During his last six years of practice with the District Attorney's office, he specialized in matters involving insurance fraud. Mr. Shaffer has lectured on various subjects before the California Deputy District Attorneys Association, the International Association of Financial Crimes Investigators, the California Financial Crimes Investigators Association, the Southern California Check Investigators Association and other law enforcement groups. He has appeared as a guest lecturer and panel member at the Mealey's Fraud Conference. As a professor at the University Of Phoenix, School of Criminal Justice, he has taught several classes concerning criminal justice and currently is scheduled to teach during the Winter Quarter.

MARK SIEGEL

Mark S. Siegel is a fifty year Los Angeles resident. During the 1980s he was a Deputy for Councilman Joel Wachs. In the 1990's he was a private consultant working primarily with City Employee Labor Unions fighting privatization of City services. During that time he began to publish a fax/email newsletter called Charter Watch, which chronicled the work of the two Los Angeles Charter Commissions. That publication later evolved into City Watch, a widely read publication. He was active in the creation of the
Greater Griffith Park Neighborhood Council. In 2001, he organized and co-founded the City wide Alliance of Neighborhood Councils. He currently serves as Communications Coordinator for AFSCME District Council 36, AFL-CIO.

She was previously a program director at the Community Development Technologies Center, a nonprofit training, applied research and technical assistance organization specializing in community economic development. She has extensive experience in civil rights matters, public policy development and advocacy, and labor market research and analysis. She is a past chair of Union Bank of California's Community Advisory Board and received her law and bachelor's degrees from the University of Southern California.

RAPHAEL J. SONENSHEIN, Executive Director

Raphael J. Sonenshein, Professor of Political Science and Public Administration at
California State University, Fullerton, studies racial and ethnic politics, and the politics and governance of Los Angeles. Between 1997 and 1997, he served as executive director of the City of Los Angeles Appointed Charter Reform Commission. His research now explores interracial coalitions in an age of immigration. He recently was one of two winners of the first Haynes Research Impact Award given by the John Randolph Haynes and Dora Haynes Foundation. He received his B.A. from Princeton University and his M.A. and Ph.D. from Yale University. He has written Politics in Black and White: Race and Power in Los Angeles (Princeton U. Press, 1993), The City at Stake: Secession, Reform, and the Battle for Los Angeles (Princeton U. Press, 2004), and Los Angeles: Structure of a City Government (League of Women Voters, 2006).
